Some people are annoyed that Nintendo outsold the competition this gen with a low-powered console.
Other people are annoyed they went in a different direction and attracted a different audience.
At least it proves that the attachment won't be required.
The first two bundles sell the game without it.

Nintendo has all the popular Japan IPs.
I think Nintendo are doing this because of Capcom.
Developers are lazy. And the Monster Hunter developer already said that he found working with "3D" hard.
My guess is it was a deal.
"OK, even though we find 3D hard, we'll release Monster Hunter for your 3DS if you allow us to make an ugly extra stick."

I'm European. I just experimented with my 3DS.
It allows everything here. 9/11 9-11 etc.
But then again, the incident doesn't affect Europeans as much.
One game that may not even be released outside of Japan isn't worth a relaunch.
Everyone is freaking out that every new 3DS game will require twin-sticks and people without a second stick will have to upgrade, but I think it will be more like the Classic Controller for the Wii - an OPTIONAL different method of controlling a game.

Seems obvious to me that they'll bundle the controller with the one game that uses it - Monster Hunter.
If Nintendo announce the circle pad and say it will be REQUIRED to play future games, I'll be the first on here to complain, because I have absolutely zero intention of attaching that thing to my console. In fact, I'd sell my 3DS and never support Nintendo again.
But I really don't think that will happen. It could just be an add on for Monster Hunter - and key point, it has already been announced that you can play the game without it.

Then again, I doubted the twin stick rumours to begin with.
All the people that say Nintendo should become the next Sega seem to forget the dive in quality Sega's games took once they became third party.
Nintendo have released plenty of Fresh IPs.
Steel Diver was one of the first titles released for the 3DS, after all.
And while they're not the kind of games the hardcore like - Wii Fit, Wii Sports, Brain Age, Art Academy are all new Nintendo IPs and have sold millions.
I must admit when I first saw the add-on, I was annoyed. I've supported the 3DS all along, but this was the first time I felt irritated with Nintendo.
But we haven't heard what Nintendo's plans for the attachment are. If it is like other Nintendo peripherals, it will work on just 5 games.
