I think that it already have two huge advantages over Stadia. It's subscription based, so the enter price is slower while the benefits are higher. And it have the full backing of Twitch, so if Amazon play their cards right they could get a respectable userbase from there.

I think the issue with that is what exactly they would do with such a studio? Like there are a couple of franchises coming from Japan that are enormous here in the west. But there are also a lot that either are not really that worth it or have way too strong fanbases in Japan.

I mean there isn't much that they would have to do. Both next gen consoles are backward compatible. And the game look pretty sharp on PC already, so I don't think they would have to specifically develop next gen console assets.
The big issue is that the whole Surface line is supposed to be moving on to ARM based systems in the next couple of years. So even if they are developing a compatibility layer (that they most likely are) for games the optimization would be very complex. And developing specifically for the device would likely not be viable.
