If you active offline mode on one computer, and log in to your account on another. The computer where steam is in offline mode will not magically change it's offline state to online without connection.
Besides even now, I have managed to set my steam to offline mode few times when I had zero connection. So it's simply a bug, but not a critical one for valve.

Russia does have a point tough. They are often labeled as an Evil nation in modern games and there are barely any games where you get to play as a Nazi, Russian or someone from the middle-east.
Why not drop the Holier than thou US/UK protagonist and move in to the more real protagonist from say Germany or Middle-east? Might open up some deep and possibly somewhat disturbing plot elements.

Actually I can somewhat see Linux growing as a gaming platform as it has these past few years. But it requires support, loads of support.
Both HumbleBundle and Unity have done really great things for the Linux gaming these past few years. The amount of games you can play without wine has pretty much exploded.

It's not really a game, it's kind of like a digital book with pictures that tells you a story which you can sometimes heavily influence by choices.
