The reason is actually really simple, handheld game consoles aren't that big of a deal in the west compared to next generation consoles.
If you look at the most sold 3DS games you can see that most if not all of them are from Japan. This alone tells us how important market Japan is for handheld consoles when it comes to bigger games.
Vita is actually exceptional with so many of it's top titles coming from west, and even more with all the indie titles....

For me many of the current indie games are far better than a lot of the AAA-games on the market.
They actually offer some actual FUN gameplay instead of "movie like experiences" filled with cutscenes and quick-time events and endless amounts of dialogue.
Comparing them to SNES games is ignorant at best. Sure many of them embrace retro-graphics, but these are usually accompanied by the amount of content, fun gameplay and modern features such as Onli...
True mods make some of them somewhat better in that regard. But many of these games fit far better for handheld device than a gaming pc.
Many of them use pixel graphics or low poly models which look fairly rough with 19"+ monitor or TV that has like quadruple the resolution of the actual game assets.
Not forgetting that many of the rogue-likes have just about right single session length for bus trip or they work well with pop-in-and-out game sessions.
Actually Vita is amazing for many of the recent indie gems like Hotline Miami, Spelunky, Terraria and such.
The Screen size and the resolution is just the right size and the touch-screen solves many of the issues for games with mouse heavy user interfaces which would be cumbersome to use with just buttons.

Oh well, at least we still have CroTeam and their Serious Sam franchise. Serious Sam BFE is far closer to real Doom than Doom3 and likely Doom 4 ever will be.

Unity is probably the most flexible and easiest game engine around these days. With it, it's really easy to develop for multiple platforms at once (even Linux!)

Yeah, using reviews for safeguard from actually bad games is fairly good way to go.
Many of the 60%+ Meta-score games are actually pretty good. Maybe not worth their full value, but then again very few games are.
But below 60% should ring some bells as those games might actually have some serious problems.

Too bad the system is region locked, and that is a huge No No in this day and age. When you live in Europe and a device is region locked you'll be lucky if you get even 1/3 of the games released for a system that is mostly populated by Japanese games.
