You would have to zoom in twice as much, not four times. Half of 2160p is 1080p. If you zoom in 4 times you'd be looking at a 560p image.

1.3 vs. 1.8tf = 38.5% power difference.
4.2 vs. 6.0tf = 42.8% power difference.

This comes as no surprise, really.
The power difference is about the same, proportionally, as that of the OG PS4/XB1 gap. Games are very comparable between OG's too, with noticeable improvements mostly when compared side by side.
It's just like we see in 1X/Pro comparisons today.

From what I've read, Rare says that Sot is not going to P2W, that MT's are only cosmetic, and that they are there to help pay for the continued development support post-launch, IIRC. No, it does not have a single player campaign. There are always real players populating the map you play in but you could technically still play by yourself.

I think it's cool that the world adjusts to the player count. Sounds like a lot more fun than sailing in an empty sea. Actually, it wouldn't be much of a Sea of Thieves if there weren't any thieves in it, lol.
