Upgrading a PC can be very cheap but you really need to specify what you are upgrading.

If you are upgrading your processor or RAM you may have to consider getting a new motherboard which entails more cost. Of course, upgrading to a more powerful graphics card can add considerable cost.

Sometimes you also have to consider if your power supply is adequate especially if you are considering a more powerful graphics card or overclocking.

Windows 10 is not free although many people think it was. Basically, if you had Windows 7 or 8.1 then you could upgrade to Windows 10 for free but effectively you had already paid for a Windows license as part of your purchase of a PC (commonly called the "Microsoft Tax").

Surprisingly Windows 7 is about 48.43% of the Desktop market with Windows 10 being 27.99%

I don't run a Microsoft Windows Operating System on my PC but I do have a legitimate Windows 10 license for a virtual machine running Windows 10 if I choose to run it which I don't. So yes I can run Microsoft Windows centric games if I wish.

Actually, the "couch and controller" excuse for console gaming versus PC gaming is a bad one. For short term play (ie. subjective) a couch and controller are fine but for longer time playing such as for FPS, RPG's and their ilk which again is subjective and a decent gaming chair is the better option.

I always have my PC PS4 connected to my monitor and I can toggle between them in seconds. This allows my family to use the 55" 200Hz 3D TV for whatever they want without impacting me who prefers gaming to movies and TV programs.

If I wish to connect my PC and/or PS4 to my TV it would take me about a minute since all outputs are via HDMI.

Sales of PS4 to XB1 are in the order of two in three console sales worldwide or if you which to put it in a ratio 2:1. Of course, you could look at this from the XB1 perspective which would be one sale for every three console sales worldwide or expressed as a ratio 1:2.

Actually the 2:1 ratio of PS4 to XB1 worldwide sales is only an approximation since the PS4 is slightly outselling the XB1 by more than 2:1 but for simplicity, I am only using whole numbers.

I do agree that the majority of people who buy a PC (ie. Desktop or Laptop) will have Windows 10 installed by default and it would be a rare person who would replace that operating system with a Linux distribution (yes I do know about the free BSD distributions).

There are many PC part sellers that for a small charge will assemble and test your PC preference. Many of those sellers do have competent techs who can advise on what parts that would suit your budget although this does not absolve the purchaser from doing some homework which can easily be got from the Web.

One major advantage of a PC is the fact that you don't have to compete with other household members for a shared TV.

A "decent" gaming PC is probably going to cost two to three times more than the XB1x (you can go overboard if you have the money) but it definitely worth it since it can do so much more. Buiding a cheap PC is just that "cheap".

Hints:
- Play on either "Blood and Broken Bones" or better yet "Death March".
- Make sure to select "Gourmet" as your first attribute.
- When you get the chance do the Witcher school quests.
- Don't get put off at the low percentage of some of your potions and oils they can be made very much stronger.

BTW. To really appreciate the game don't ever wimp out and reduce the difficulty.

Real HDR?

HDR or High Dynamic Range has to conform to a standard although at the moment there are competing standards such as HDR10 and Dolby Vision HDR (there are others). Currently, only HDR10 is supported on all PS4's including the XB1s (not the original XB1) and XB1x.

If HDR conforms to a particular specification then it is "real" HDR.

Err what new standard is that?

You can get adapters and HDMI cables for smart phones that will allow you to display the screen to a compatible display device such as a monitor or TV. It is also possible to get Virtual Reality headsets and applications for smart phones as well.

As for games on smart phones, I think most suck although there are a few (this is subjective) that are quite good.

IMHO gaming on the go is fine for those people who are commuting or traveling although this begs the question "Would you take and play a large portable device on a crowded train or bus? However, if you are the one driving this feature is rather pointless.

Why stop at 4K?

8K displays are now available and while they are expensive they will drop in price fairly rapidly.

What to me is more important is games that can run at 60fps or higher although a locked 30 fps is fine for slower paced games. A good game (this is subjective) with high-resolution graphics is great but a consistent and preferably high framerate is much more important.
