The PS4 has x86_64 architecture and if the PS5 uses the same architecture then it is very likely that the PS5 will be able to play PS4 games. However, there may be an issue if the PS5 has a different operating system although I very much doubt that will happen.

You would get people complaining if the PS5 did not have a UHD Bluray however it must be remembered that the PlayStation is a gaming console first and a media player second and most games can easily fit on a Bluray (25GB and 50GB) disk.
Sure next-generation games for the PS5 may exceed 50GB but most won't and for those that do a day-one patch (very popular with some AAA games) will fix the problem. 😎

That depends on the PC you buy. Most laptops come with a DVD and sometimes a Bluray drive although tablets don't have an internal one. Even most Desktop PC's have a disk media drive if you buy pre-built from most stores.
If you build your own desktop then installing a disk media drive is up to the builder. My own Desktop does not have a disk media drive (my laptops do) because I decided not to get one.
