It's a separate "game" so you don't need a GTAIV save file. I've not got it myself, but apparently you do get a lot for $20.
Yet we see this kind of thing for pretty much every single multi-platform release, with people literally breaking out the magnifying glasses to find the smallest of differences in order to jump around proclaiming one console as "superior" to the other.
Kinda sad, really, when you think about it.

Bit of a cheap way of doing it, though, isn't it? At least with nvidia's implementation, you don't even need 2 cards. I only have a single Geforce 9800GTX and the difference in speed with and without Hardware PhysX is amazing (If you want to see what I mean and have an nvidia card, try the "water" tech demo, it lets you turn on and off hardware physics with a keypress), despite the graphics and physics being calculated on the same card.

In terms of what you get for your money, I certainly hope so. This costs about the same as two map packs for any other game, yet contains a LOT more content. That's how it should be.
I think the best bargain we've had online so far is Wipeout HD and that's not even DLC.
I reckon they'll probably make their money back on this eventually, 1.66million sounds like a lot, but with 20million people on live (if not more), that's not TOO hard to imagine. I don't think they'll make a huge amount of money from it, though, I reckon it'll take a while for them to make this back.
I think Microsoft should have made Rockstar delay GTAIV and have this DLC ready for like a month after GTAIV's release, it's been too long and most people have moved on from GTAIV b...
