I'm not entirely sure, but from the wording it seems to say two different things:
1) The collectors edition gives you INSTANT "VIP membership"
and
2) "VIP members" get access to all these goodies.
Now I'm speculating quite a bit here, but it could easily be that there's more than one way to become a "VIP", such as getting a top score in a race or something. Who knows.

In other words, that statement about the NXE using "more memory" is completely irrelevant, because we're talking about the memory available to Developers.
