It's a Microsoft policy issue. They don't allow charging money for disc upgrades, it has to be free.
Sony does allow charging money for disc upgrades, that's why it's allowed on PS5.

To me "random enemy encounters" sounds like "grinding, filler, repetitive tasks with lots of backtracking that gets tiresome quickly".

This is a very small Polish developer that couldn't do those classic games justice with a miniscule budget.
They remade a relatively short and simple game, Panzer Dragoon, and it was just okay. The Saturn original plays better.

On another note, the Stadia exclusive game GYLT is really good, beat it 4 times. It's a shame that more people haven't tried it yet. It desperately needs to be ported to PC and consoles immediately.
Video game preservation is important. There will be humans that aren't even born yet that will eventually want to play PS3 / PSP / PS Vita games. Its easy to hack all 3 consoles of course, so that will be the only method going forward.
