It is a terrible business strategy, and don't use the "they can't change it" idea, they wouldn't be the first game that has changed something and compensate it's user base with offerings (go look up any pay2play mmo that went free and they probably did it).
The cell and blu-ray were both massive risks and were costing a fortune, the technology in the PS4 is nothing new, so of course it's going to be cheaper in relation to the PS3 launch.
