As a part of letting them go, MS had a deal with Bungie for "right of first refusal", actually. That meant that Bungie could not approach anybody else before sales pitching the game to MS, and MS could then choose whether or not to strike a deal.

Rude-Ro, I disagree about the issue of parity in your posts because we already see an issue with parity on current gen. Since the estimated power differences between Neo/Scorpio is roughly equivalent to the current generation it stands to reason that Scorpio versions will almost always look better just like PS4 almost always does now.
I do agree with you, for the most part, on the issue of AAA 1st party. I do feel like MS has been moving in the right direction in the past...
My issues with the series started with the annual $60 releases and $50 dlc packages. But recently, they've just been ripping off franchises like Halo and Titanfall, to name a few. That's why COD needs more class, IMO (or Activision needs a new franchise).
