They're aware they can't stop the piracy on the console at this point. What they can do however, is try to limit those people from interacting with others on their console online. Not only would they be able to hack and ruin multiplayer experiences, it creates security issues for other users. You never know how creative someone is going to get.

That's because id and MachineGames are WAY better programmers than Bethesda lol. Optimization is not their forte. Amazing artists and story tellers, but on current gen consoles, ladders still require loading screens in their games.
Same engine that runs Skyrim and Fallout 4. Switch runs the newer version of Skyrim with effects turned down. Still looks great on a 6 inch screen. With some concessions, I don't think there'd be many problems running Fallout 4. Not that it should. Worst Fallout ever.

I could say it breaks immersion to have a first aid spray heal you from near fatal wounds as well. Like getting pierced, stabbed, bit, shot, rocket launcher...
