I didn't like Horizon 4. Microsoft makes DirectX. Obviously, DXR is exclusive. But, it's just an implementation. The creators of RDNA 2 are not using Microsoft's VRS or API as a core technology. The chips will always be able to run at max clock. But, allowing power to channel through to the GPU from another location will provide more stability and immediate productivity. So, basically less hiccups for the system resources to catch up with the requested information, which makes sense if the SSD will be taken advantage of.
It does benefit the consumer because they are allowed to run full power all the time. And, when code is more efficient, the system will automatic...
