But, this is one case I'd like to believe R* (despite my gut and history on these matters telling me not to). Not because I'm a fanboy or anything, but because I'd like to believe MS isn't completely retarded by blowing $50 million on a timed exclusive.

Though you have a point about it not being Levine's idea, this isn't the first time a dev or publisher has denied something adamantly only to later say, "we were just kidding. It's not really exclusive."
The Fallout 3 DLC is one example.
Namco's denial of Tales for the PS3 is another.
And although the game wasn't released, SE saying "FF XIII is 100% PS3 exclusive" is another to point to look at.
That's still funny every time I see it.

These ads make perfect sense for a Japanese audience--it fits in with how they already advertise a lot of their products.

Umm..doesn't seem like you've actually read the comments but they aren't changing their tune on the DLC or their opinions of GTAIV for that matter.
What's being commented on is the "MS paid $50 million for a timed exclusive" angle of the story.
Plus, it was never clear if the money was solely for DLC only or if it was for
a) the DLC as a timed exclusive
b) exclusive marketing rights
c) development costs
I don't know about the "L&D" DLC coming to the PS3. At least not yet.
But something did catch my attention on the Gamestop website that they were releasing a Strategy Guide for the Ballad of Gay Tony DLC that had, "Xbox 360, PS3, and PC" on it.
This is especially weird since the L&D guide just had "xbox 360" on the cover.

Why? If they knew it wasn't exclusive then why say it? This isn't MS we're talking about who, time and again, touts timed exclusives as "full". Just go back to the Fallout 3 DLC announcement. Or the Tales of Vesperia one.
Sony has no problem saying if a game is timed or not. The "Unreal" announcement from two years ago is a prime example. They clearly said it was coming out first on the PS3--meaning it wasn't a full exclusive.
Actually, with those titles you mentioned, the publishers were coy, vague, or flat out denying whether or not it would come to the other system (despite the fact gamers knew otherwise) in order to honor the timed exclusive agreement in place.

Well, if you look at the quality of just the exclusive PSN titles, it's safe to assume that the PSP Mini's will have a similar standard set upon them.
