The article doesn't say that Saber's Tech somehow defeated Microsoft's tech in some kind of competition. It says that their tech, specifically their overlay/wrapper engine idea was good enough to impress Microsoft and so the game was fully funded.
"Won over Microsoft" means that it convinced Microsoft that this was the best option to remake Halo: CE with both nicer graphics and accuracy.

The game is a big fat toy-chest of coop, team, and versus multiplayer options. There is a lot of value here. The single player campaign almost seems like a bonus thrown in instead of the main thing.

Well that's what happens when you have fake and low-end game-press blog sites with no real contacts to the industry who can't get any real news and don't have what it takes to write decent opinion pieces. I decided not to buy it mainly because of the PSN pass. I got Dead Island instead.
Compared to a PC RAM IS lacking on the PS3 and that is what everyone is talking about. PS3 can't do large PC textures due to a lack of required RAM, same as the 360. The 360's memory is slightly more flexible but It's not a big deal.
And while the PS3 is more powerful than the 360 is is not much more powerful which is why despite all the silly sad bullshit to the contrary it's games look about the same.
