Given that franchises are more frequently profitable than new IP's and generally less risky to produce I'd say that no, franchises obviously AREN'T killing gaming. It's quite the opposite. Franchises are SUPPORTING the video game industry and PAYING the costs for new IP that don't normally bring in as much money as sequels.
The SMG's DO have iron sites though there is no down sites firing mode like in 'Call of Duty' games. The battle rifle has a marked optical scope. The shotgun has ironsites. The Sniper rifle appears to have an electronic video-scope.

Like any middleware, the unreal engine is constantly being updated with new features that Epic shows off in their games. It's not tired. It's quite versatile. It's used in Borderlands, Mirror's Edge, Gears of War/UT3, and Mass Effect all games that look pretty different.
I don't think this topic is remotely worth arguing about either from the pro or con position. It's just a bunch of people flinging poo at each other because a dude is promoting his game and it's only on one console.

Argus is actually from Greek Myth. He was a gigantes dispatched by Hera to guard Io(a guddess) to keep Zeus from sleeping with her secretly. He was covered in eyes so could see in all directions. Hermes played his lyre and Argus fell asleep and Hermes then killed him and told Zeus that the coast was clear. Hera used Argus' remains to make peacocks which have feathers that make them appear to be covered in eyes.
