You seem to not understand what "target" means. Target means, you are AIMING for it. You are SHOOTING for it. You aim at a target, you shoot for a target. In other words, you haven't actually hit it yet. You haven't achieved it yet.
It has NOTHING to do with pre-rendered footage or anything like that. Again, a target, is something you're aiming for, because you haven't hit it yet.

So...you're trying to spin this as not being a "Target Render." Alright. Well, then you can explain to me a few things.
1. If the trailer wasn't a target, then you're saying what we saw in the trailer is actually the baseline model of graphics. And by baseline, I mean, standard, not something they're "aiming for". In other words, they've already achieved the baseline and are working to better that version.

Absolutely. 4K will come MUCH faster with DX12. It would allow single GPUs to do much more, without sacrificing anything.
Think of it, like a highway.
Same amount of cars on the road. The difference is, with DX12, there's more luggage in the trunk per car, meaning more stuff is being transported on the same road without a change in speed or traffic.
In other words, much more precise efficiency.

To me, it doesn't seem likely to come to Win7, simply because of how they want everything running through the Windows Store. Threshold specifically and the ability to deploy to multiple devices means, Win7 presents a major barrier to overcome.

It's going to be huge for PC's. Especially when you consider how well DX12 scales to more cores. The ability to parallelize 6 or 8 cores all the way up to 12 or even 16 cores in the coming years will be unbelievable.
Allowing PCs to scale at that level will be an amazing thing to watch going forward.

It's not so much as just instantly doubling GPU power, but more about doubling or even tripling GPU efficiency.
I believe Brad said, "it's LIKE getting a second GPU".
And in fact, he's not wrong. The ability to thread and offload to the GPU, especially in parallel means you're not bottlenecking at all.

DX12 isn't coming to Windows 7, so the change might happen pretty quick.
I believe someone from AMD talked about that in some interview from a few months back. It was around the time when they did that Mantle presentation about 7.5x as many draw calls compared to DX11.
Either way, if DX12 is as incredible as advertised, I see devs wanting to drop DX11 ASAP. If it's a pain to code for, then it may be around a bit longer.
Actually it uses 11.3 now, as of November. Though it's still unclear if PC's were given the same update that the XB1 was given.
The XB1 had TERRIBLE tools early on. The XB1 needs alot more help in the API department than PC's do at this moment.
DX12 should alleviate alot of problems for devs across the board, but it's going to take time to get 3rd party guys up to date.

If MS was willing to "fire sale" their console like you said, MS can and might drop the price to $299 if Sony goes to $349.
Hardware costs are only a single part of a larger whole. Even if MS or Sony were selling the console at a loss of $100, if someone bought just one 1st Party Title and a year of Live or PS+, that cost is recouped.

This isn't last gen and MS is not built the same now, as they were in 2005. The MS Divisions are all more tightly coordinated, compared to a decade ago.

I agree. Red Dead Redemption was announced in 2008 and released 2010. GTAV was announced in 2011 and released in 2013.
No way are they announcing Red Dead at GDC next year and releasing it 6-7 months later like September or even early October.
The marketing hype wouldn't be nearly as big, since Rockstar has historically been very quiet about information, soon after announced.
