At first, Valve wanted all 3 intended episodes of Half-Life 2 to be Half Life 3. They were just trying to bypass a cycle in which they had to develop a game for 3-5 years by giving fans what they wanted quicker.
However, I think they may have ditched that strategy after the episodes took longer to release than they initially planned, and sooner or later, we may get an entirely new Half Life.
The second point is for sure - no case is ever handled this quickly. How long did Microsoft's anti-trust case drag on? From 1998 when the case was filed, all the way to 2004 when the settlement was unanimously accepted by all the states.
