As others have said Three of those Studios were already working on exclusives for Microsoft, Playground Games and Undead Labs are already making FH and SoD, the increase in output will come from one extra team at PG, Ninja Theory and The Initiative.
The Initiative haven't even started anything yet, in fact they don't even have a team or any concepts yet.
PG only just started on building their second team, may be in the concept stages for that second title.

This year I think Nintendo clinched it with announcing more new exclusives for Switch and have more first time showings of games that haven't been seen before.

That was a great show IMO, Smash looks awesome, with a massive character roster and list of stages, with tonnes of gameplay features.

Considering I own an OG XBox and 360 it should have been Microsoft's goal all generation to keep people like me buying XBox.
We may be gamers that mainly buy PS4 and Switch, but we account for more than double the audience currently who currently owns an XB1.

Could be either, but if I had to hedge my bets I'd say it's more likely to be shown on Microsoft's stage, because of CDPR's past relationships with MS and the whole Windows platform thing being a part of Microsoft's make up.
Personally I'll get it on PS4, if the game looks good and interests me, which given CDPR's talent and the setting of Cyberpunk being right up my alley, I'm sure this should be an awesome game.

It could even be in development at From, but they're keeping a tighter lid on the leaks this time.

The GPU is about 9X more powerful than PS4's, CPU's probably a similar jump up from PS4's too.
The game wouldn't be well optimized yet, so they can fit the game on current gen and improve the performance on PC to hit high frame rates.
Bare in mind that the Devs can use the environments to hide pop-in and optimize for the amount of hardware performance available on current gen consoles.
