Console platform creators should have used 3.5 inch HDDs, instead of 2.5 inch Drives, the physically bigger drives are so much cheaper.

I only ever buy Digital if it's substantially cheaper than physical, which happens very rarely in the UK.
Too me Digital games have less value, mainly because you don't have that real disc in your hands or on your shelf, plus I simply like having physical cases and discs in my collection.

They own the IP, they don't need Microsoft's permission, it's probably a matter of them being busy on Spidey and Ratchet & Clank after making Sunset Overdrive, plus the 1st game doesn't seem to have sold that well, which likely means MS wouldn't want to invest in another, they're risking a lot with setting up The Initiative and investing in more Studios for the future.
They're probably trying to be respectful to Microsoft by not running with developing a new game in that IP.
Maybe no one wants to fund a sequel, while the first game rated well, it doesn't seem like it sold that well.
They probably have plenty of money to take a punt at making their own sequel to it and self publish it as a multiplat.
It's probably already in development, given how well the 2016 game sold and how well it rated with both the critics and fans there's no chance Insomniac aren't doing more with the series.
They handled Sunset Overdrive, R&C and Spidey after S.O. released, but kept juggling those three games together at one point, but were in full development on two full sized, AAA games simultaneously.

There's little reason to think Microsoft wouldn't be fine launching a new box for the future in Holiday 2019 either, they can just use 7nm Vega if Navi is tied to Sony in the console market or there's a license agreement between Sony and AMD as rumors point to.
