Because .2 is such a massive difference, and every single person on the planet has exactly the same understanding of what the difference between 9.8 and 10.0 are.

The real problem is that many of the RPG fans and developers have never played a pen-and-paper RPG.
The genre looks absolutely nothing like why I grew up with with 2nd and 3rd edition Dungeons & Dragons. And what I grew up with was categorically better.
Gaming is one of the cheapest hobbies out there, when you consider hours of entertainment for price.
