I think what the article is trying to get at is the fact that the 360 and the Wii both seen rises in sales over the same time last year, but the PS3's sales dropped.
Probably only a temporary thing, but declining sales are never good.
When it comes to Street Fighter, ANY d-pad is a poor substitute for a good Arcade stick.
I, for one, will be getting it on 360 (*snigger*) but only because more of my friends have 360's than PS3's. The platform or the controller doesn't really come into it.

It's probably still being developed on the PC, as well. From what I gather, they decided to do it on PS3 because the PS3 would be fast enough to do their game justice, but the number of PCs out there that would also be just wasn't enough (I assume it has pretty high requirements). However, they'll likely still develop it on the PC as it's a lot cheaper to buy even a top-end PC system than it is to buy a PS3 dev kit (They're like $10,000 or something, a top end PC could be got for like $2,000,...
One thing I don't understand is why people are actually so upset about it. It doesn't matter how good something really is, if you ask enough people about it, you're eventually going to meet someone who doesn't think it's as good as everyone else does. In this case, it happens to be Edge, but when the likes of Halo were getting 10's and 9's it was GameCritics that gave it a 7 (And got the Flak for it).

I don't mean to burst any sega fan's bubbles, but Sega have had a hard time even profiting from software sales, lately, let alone a new console (which is going to bleed money for YEARS before it has a chance in hell of profiting). Sega just couldn't pull it off by themselves.
They've tried, but the problem is a hard one to deal with.
You see, they cannot actually detect a modified 360 directly, they can only detect backups on live and even then, they can only detect "bad" ones. If you're a clever little pirate, you can play all the backups you want on live without much worry, of course they tell you there's ALWAYS an element of risk.
