No, it isn't possible. The spec numbers were arrived at after MS supplied clock figures and the operations that can be completed per clock. These figures were then updated when they increased the clock speeds. So, the situation we have here is that you subtract 10% from 1.31.
In short: X1 = 1.18 teraflops
To the disagress, the facts are exactly that: facts. Reserving 10% of a 1.31 teraflop GPU leaves you with 1.18 teraflops. Even if they somehow manage to claw back half of it, what you're left with is a downgrade from the original spec.

You're really reaching with that comment. The figures point to the GPU in the One having a max of 1.31 TF. The fact that the Snap features take up 10% of the processing power means this is a reduction from the original figure. Right now you're dealing with a 1.18 TF machine, which may at some point claw a little back.
