I think there are a number of reasons, the first of which is that The Order was designed for current gen and is using the geometry, physics, animations and effects you would expect. TLoU is adding current gen features on top of a previous gen game. Also, The Order is using 4x MSAA, which can eat up a lot of power, depending on your renderer. If you're going to pretend to be a journalist, it would be a good idea to first ensure fluency in the language you choose (key word there) to use. No. You probably won't see this crap from Phil Spencer, but every company has employees that are fond of making nonsense comments that make it look bad. This certainly isn't exclusive to MS, but they are under more of a microscope after their PR failings last year.

You haven't made anything even resembling a point. You're right, resolution doesn't matter if the games don't exist. But, when they do it's nice to have the cleanest image possible. I prefer 1080p because:

1) It provides more clarity and gives an overall cleaner image

2) It matches the output of my television, which frees the image from the artifacts that upscaling brings.

My first comment mentions the difference between 720 and 1080. The article you linked to discusses the same comparison. The article we're talking about mentions differences in resolution being unnoticeable on anything less than a 60 inch television.
