No, Steam doesn't stream. It's just a shop front / DRM platform for picking up games that need to be installed before use.
I would certainly put 'average PC' used for gaming in the £500-600 bracket. I don't know any PC gamers, even hardcore that use a 2-3k rig. All the hardcore PC gamers I know build their own rigs for less than £1000 and get superb quality.

I'm not a huge fan of Dust - but I played a few games in beta and could see the potential. The load out screens and UI could do with some tweaking. For some reason I find building load outs very clunky (and I played EVE Online for a few years!!)

It seems clear to me that MS' event was in response to Sony's, and even though MS delayed it, they were still under prepared (as evidenced by the 'we're still working out the processes for used games' comments from various MS people.
MS have implemented draconian DRM and are supporting it upfront.
Sony will implement some form of DRM, but it seems like they are pushing the use of it on to publishers.

Direct comparisons about price and performance are pointless.
I can't play Uncharted on a PC or Xbox, so it doesn't matter which is more powerful or costs less. If I want to play Uncharted 4 (assuming it's coming to PS4) or any of the other exclusives from the Sony 1st arty devs I'll buy a PS4!.

There's no way a company can fundamentally change the direction of a game that far in to development and not see quality suffer.
Also, maybe developing for multiple platforms stretched them more than expected.
