Higher end modern CPU should be a pretty good baseline though for future tech 3 years away as it won't bottleneck as much as what we have now.

1.8TF is substantial and that's just one point in their differences. If they just kept resolutions the same then X could still see substantial upgrades over the Pro in settings here and there. Or native 4K or just higher base checkerboarding more often than Pro.

What it will be: a native 4K PS (30-60fps based on game, especially later on in its life cycle). Improved visuals of course and likely better draw distances and shadows (it's what is usually the "worst" things about console games still--shadow draw distance specifically makes a big difference still, first couple hundred feet are gorgeous then shadows stop and it's a little less gorgeous).

Anthem though should be a huge seller anyways if it's even half as good as it should be. Destiny for example has huge numbers and Anthem looks to be quite similar to it in many ways. It's like SAO games and a ton of others on Vita/PS3/PS4. You can only do so much with the lowest denominator unless you literally start from scratch.
It looks great for a 3DS port, on par with most of the games that work the same on PS devices. Some people though just want to hate on things. I admit I'm not a huge fan of this kind of port but sometimes it's worth it (PS4 too--World of Final Fantasy was a cool Vita/PS4 idea).
I think 2tb will become the norm next gen as we will see games requiring more and more hdd space. Especially with games as a service model pushing new characters, armor, maps, etc that can double a game's size over 1-2 years (look at Gears 4 for an example). On manufacturing level they can see 2tb become very cost effective in 3 years time too so it won't be as big of an issue.
