Since they're reusing assets, they don't need a full staff for stuff that's already done, like the vocals, motion capture, story/writers, etc.. It shouldn't be a full priced game when much of the work was already done and paid for long ago.
Technically it isn't a full remake. They're still using the original vocals and motion capture (they've tweaked the facial animations though). Based on what we've seen, none of the scenes have been redone beyond some slight angle or camera tweaks. Likewise the story is either completely the same or slight changes made, so no need for writers. What is new? They don't even explain that in the article. The first 2/3 of it talked about all the underwhelming stuff everyone else is taking about, but then spends the last bit talking about building settlements and ships, and flying around a bunch of planets. None of this is new.

Right. If I'm playing and I'm going from planet to planet a lot, do I really want to take the time to fly myself to orbit every time? It's not like launching your ship into orbit is going to be an awe inspiring event like a shuttle launch or something. Even then, it'd get old after a while. I mean, the public was pretty bored with launches by the time of Apollo 13.

What I though was odd was that the museum dude showing off once of the pieces of that artifact seemed to have decent facial animations, but the rest were Skyrim level bad.
Maybe even worse than the animations, though, may be that the conversations might be that staring at each other face to face like Bethesda always does which is just so lifeless. Horizon got grief for that and they made a huge improvement with that for Forbidden West.

Yeah. It just seems like they just don't want to show anything until the last minute anymore, with the exception of PSVR2. Everything feels like a big secret for them the last few years. We're reaching the halfway point of the year and they still haven't shown much of God of War Ragnarok which is supposed to be out this year.
