There's no way it's about costs. A disc is very cheap. Certainly cheaper than making the steelbook case for it. The biggest edition of this is probably going to be like $250. They're not going to sweat over a $1 disc.
I think the campaigns in Forza got pretty bad too. 7 was a bit of an improvement over what 6 had, which I think was the worst, but 7 overall felt a bit stale for some reason.

Yep. I caved in on the Regalla Edition for Horizon. Steelbook and no disc. I'm not doing it again. If you're not including a disc, don't include a steelbook case.

The game looks pretty good for when it came out. Maybe a remaster with better textures and 60 fps, but no need for a full remake.

There's that, but I avoid games like that but still feel like games are getting a bit boring. For me, they just seem to put in more and more time wasters than actual quality content. Looting stuff for crafting. Making overly large worlds that lack stuff to actually do in most of that space. More and more unoriginal and uninteresting side quests that distract you from the quality main quests.

Yeah, there's certain to be different display modes, so it seems odd they're just saying 4k/60 and leaving it at that. It's still a ways out, so why say anything about it right now? Just wait until the specs are finalized and give us all the details at that point.

edit: regarding the hardware. Did you happen to forget the stupid game of chicken they played with MS over who was going to reveal hardware details first for PS5/Xbox Series? They were WAY past the point of either being able to make any hardware changes in response to the other revealing something first.
Yep. They want to make expensive collector's editions? Fine. Make fewer different versions so it fits both PS4, PS5 physical and PS5 digital? Fine. But don't put a steelbook case in it if it isn't coming with a damn disc.
