I don't see how the highest rated or the highest selling games are japanese. Unless if we're counting the Wii, in which case, point #3 would apply mostly to japan.

The game does indeed look enticing. With StarHawk and Tribes:Ascend, it's good to see objective-based sci-fi shooters making a return.

You're using CoD as an example, when it is one of the few games that actually runs at 60fps on console... and guess what, the engine CoD uses was made by Carmack too. Funny how that works out, eh?
... and please don't start generalizing devs as lazy. There's a reason why most games are not 60fps on consoles, and it is naive to use 'lazy devs' as an excuse for that.
CoD's appeal is in its controls. By limiting itself to 30fps, it might attain better visuals, but it will suffer with a bigger input delay.
The fast precise controls of CoD is one of the reasons so many people enjoy the game.
To me, 60fps adds more to a game than mere eye-candy.

The resolution you pick on PC isn't the same as up-scaling.
When you pick a 1080p resolution on PC, the hardware renders a 1080p image. On the other hand, a console game would just stretch the 720p image to fit the screen.
