I think it might just be that FromSoftware is focused on the PC version right now, and once that's released and out of the way, they'll work on the console version of the DLC and release it (preferably) for free.

Means that it'll look identical to the console version except without the jaggies, and maybe some improved texture filtering.
Framerate is iffy though, as some developers purposely cap the frame-rate to 30fps due to tech/design reasons (SplitSecond and LA.Noire had this). Although there still are ways of getting those kind of games to go past the fps cap, the results aren't always pretty.

I don't think the question is about DarkSouls being available on Steam. GFWL doesn't hold a monopoly over its games, and you can buy them from other digital retailers. ArkhamCity, GTAIV, and Fallout3 are some examples of games that use GFWL but are available on steam.
The problem is that GFWL is essentially a useless piece of software. It only serves as a mandatory annoyance.

The game's ending soured the experience, but I still found it to be pretty fun, and I am hoping they release mod tools to see what the community can do with the engine.
The killcam might be another thing.
In CoD, it's usually easy to tell someone who's hacking because the killcam shows it. While in other games, I can't tell as quickly if someone is just skilled or uber hax.

- A skilled heli pilot could dominate in BC2. Ground vehicles on the other hand, would get lit up quickly by tracers.
- Gustav-trotting engies were a bane.
- Maps occasionally had horrible choke points, and conquest matches would often end in spawn camping.
Only thing I miss from BC2 is the art design. (The exclusion of prone was also nice)

The developper's skill comes into play, but this late into the gen, the hardware is a bigger bottleneck than developers... and it's pretty apparent when even the best games are scraping by at 720p and 30fps.
Microsoft is primarily a software developer... yet you believe they're in a better position to handle console hardware than... a game developer? O.o
The success of a console is mostly determined by its software lineup. If Valve gives developers a platform where they have more freedom to put out what they want, then they'll succeed.

There is also the difference that a game being capped at 30fps is very rare on PCs. PC gamers expect a game to have options for resolution and framerate, and likewise, console gamers should expect to get DLC for a game they supported.
