I can't help but think there's GW2 influence when it comes to this review. Not to say that influence is unfair bias, mind you. I've seen and heard how that title reinvents a few integral MMO tropes of olde, and having MMO veterans expect that with a budget as SWTOR is a fair expectation.
Now with the F2P model, anyone can scour the galaxy within a fleshed-out storyline, though sometimes banal, that feels unique to them. I can't really see how reinventions...
Or if it's later released on XBL there must be extra content, like Joe Danger:SE's extras.
If the rule leaves MS with a smaller catalog of good titles I don't see why they'd rigorously enforce it. :/
I agree with the sentiment about bloated scoring modules, but I don't see that as the reviewer's intention. At the beginning, Murali (<-reviewer) mentions how enjoyable Reach was and 'fixed some issues.' He/She only thinks 4 is a disappointment because it shows the series taking a step back, in his/her own eyes.
So...yes a 7/10 can be disappointing, but not bad.

I wouldn't be surprised if Horizon is a sales disappointment for MS; however, you cannot make such a baseless accusation on what MS decided to price it for Black Friday in their own store.

Yet they're still pre-planned as being included with the original cost of the game. No guilty party (that I've seen) has ever stated separate funds or manpower were required in order to produce this disk-locked content.

It seems like any game falling under the dreaded 75% (where the color code changes from green to yellow) on metacritic means practically everyone is going to outright ignore it.
