I really doubt the Series S has hamstrung this generation. Ballooning budgets and a huge free to play market to capitalise on has already somewhat hamstrung it. Companies just have less incentive to build the types of games Sony does. It is a fair point, the game kind of starts with very little narrative set up and then you are sent off all to quickly to go and do video game things like collect 3 of some maguffin.
In TLOZ Ocarina of Time for example you are effectively sent on the same go get 3 things journey at the start of the game but the story and it's pacing pays off the structure perfectly.
Comparing the two studios is not the point of the article but on that point Insomniac have their fair share of misses. Fuse and all those experimental Ratchet and Clank games like All 4 one and Full Frontal Assault were not well received. People forget the game they released before Sunset overdrive was in fact Fuse.

Sony may be a Japanese Company but Insomniac who is actually making the game is not. Much like Square Enix, the developers actually making the Marvel Games are based in America and Canada respectively. What do you expect from a game that the developers themselves describe as story driven? The story takes centre stage. Action games that are not story driven will obviously not have as much story, cut scenes or dialogue.
