as ct03 says you might want to buy the games now. It doesn't matter if you can't download and play them yet you can just buy them then when you are ready you can download and play them. There is no time limit for you to download any of your purchases, you can leave a bought game "undownloaded" for years and it will still be there, ready for you to download.

I doubt it will be primarily set on earth, the blurb states that you will be recruiting allies to combat the reapers. You can't recruit allies from other planets whilst being stuck on earth and the Reapers over head beating the crap out of you.
Think of this CG trailer like the Horizon CG trailer for ME 2. It gives us a glimpse of less than 1% of the story. It is meant to hype you up that is all.
It could go "pay me to play it" and I still wouldn't play it. But there is no way they will make COD F2P. Whilst theoretically they could make more money in the long term it doesn't change the fact in the short term COD is a blockbuster and most publishers like Activision can't see futher ahead than next month in terms of revenue these days.

Mass Effect has always been a multiplatform release, the first one was only exclusive to the 360 for less than 6 months. After that it went multiplatform and was available on the PC and 360.
I would be surprised if this announcement has anything to do with ME 3 though. I really can't see them wanting to announce anything ME 3 related till they get the PS3 version of ME 2 out the door.
