No, on current gen they released the base next gen model first, then a more powerful version later.
Here, they seems to market the high end SX model as their next gen platform but will introduce at the same time a much less powerful system.

So, that is the real reason for the poor graphics: a very dispensable 120 fps multiplayer mode.
MS should realize not every PC trend is a good thing to port to the console market.
120Hz equipped console gamers is certainly a very low percentage of the market.
The jump from 30fps to 60fps is massive, i am far more convinced that going from 60fps to 120fps as a valuable cost vs benefit ratio.
