Not at all. This is a fictional setting with fictional characters, merely inspired by Victorian history, and the opposing faction is no better than nuts who run the city. This isn't trying to imitate modern Conservative/Liberal territory.

Don't really understand the reasoning for not liking the story. I know it and if you've ever been able to wrap your head around a movie like Looper, Inception, or the Matrix you'll have little issue understanding this story. Zachary Comstock has plenty of interesting character too, despite how it should be much harder to relate with his intense xenophobia and nationalism.

If you don't like story, this game isn't for you. If you weren't a fan the first one I think you'll be even less of a fan of this.
That said, the gameplay is fine if you know what you're doing. There's still plenty to look at and optional pockets to explore.
