The pre-rendered cutscenes do use the KZ3 engine. However, they bump up the character models and texture resolution alot higher since it is....PRE-RENDERED. Meaning they don't have to worry if it's 30FPS in real-time because when you pre-render, you always get your target framerate, it just takes time to spit out the video.
So it does not represent real time since if the PS3 actually had to render it in real-time, it would have framerate way ...
Actually KZ3 water in motion looks pretty lame at certain times. The tip of waves are incredibly low poly count and look like triangles poking out. It's actually just an animation, or "script" as Grenadan said but scripting is actually more complex that a looping animation.
The low poly count is pretty noticeable. And the fact that people talk about the "physics" like how the icebergs are floating around is just sad. It is just an animation, no physics...

It never should have been a "rumor". It is most people's ignorance of technology and not understanding that the word "format" is not just a physical medium. It is also the METHOD that information is stored on a medium.
Like when you FORMAT a harddrive, nothing new is physically added. You can format a drive into FAT32 or NTFS or many other FORMATS.

It truly depends on how much they take advantage of it. DX11 even allows the same graphics we see now but with better framerate as well. And texture resolution has almost nothing to do with dx version. Maybe compression formats or special textures maps like parallax and so on.
Hardware tessellation is a big deal and part of DX11. There has been lots of articles on that alone.

It basically comes down to them just not wanting to lower it that far. It is not only frames per second. Alot of the time it is lack of RAM and not having enough RAM doesn't lower framerate (on PC it does because windows can use the harddrive as virtual RAM and that then causes huge FPS drops but 360/PS3 do not do this), it just can't happen. If you don't have enough RAM, and the consoles OS doesn't support virtual RAM, the game crashes or freezes. And that is not an option. ...
While it does run at 30FPS, Shift has motion blur during gameplay and amazing lighting (each cars' headlight is casting a real time shadow during gameplay!). GT5 only has motionblur in replay/photomode and never has real time shadows from headlights.
And both those effects are expensive, in the sense of hardware resources.

Even if a game doesn't have a demo, it doesn't mean you should pirate. The multiplayer demo still give you a fair idea what the gameplay is like, the controls, the graphics, the sound and so on.
Sometimes single player demos come out after launch.
Either way, you are just making excuses so you can download a full game and play it and call it crap and not pay money.

I will gladly show you comparisons straight from my PS3. Just ordered component cables yesterday so I can record in HD once I get those suckers. Sony/PS3 blocks you from recording on HDMI no matter what is being shown while MS/Xbox only blocks when watching netflix or a DVD or anything like that, games can still be recorded from HDMI in clean digital HD. Super annoying. And I am not about to go buying blackmarket HDMI-HDCP recording hardware or expensive workarounds(...
