You got that turned around. The PS4 is a system that requires diffrent input and output devices: peripherals.
If you use your TV to display the information from your console or PC it's an output peripheral. And so are two displays you put right in front of your eyes (aka VR).

I personally believe they will use AMDs new ARM processors and go for an android system now. No backwarts compatibility and a shift towards mobile development and integration.

All he says is, the lackluster E3 points to an end for WiiU and he is excited for the reveal of NX, hoping it will release End 2016. ... and a bullshit headline slapped on it.
A german pc magazin showed that it's happening on AMD and NVIDIA; also not dependent on scenes, that would be specifically demanding. Just drops more or less randomly. It's not so noticable on strong hardware, when it drops from 90fps to 50 fps, but very noticable on midrange and on lowrange hardware almost unplayable.
So nobody really knows what causing the issues yet.

They just stated that it's a system with a focus on gaming and that it will no replace WiiU nor 3DS, if I remember right. But the "not replacing" could have been marketing talk also, to not cripple ongoing sales.
Multiplats is just the way to go from a business perspective. And developers will bring their games more likely to a new console, if it's build on X86. For strong 3rd party support it's allmost a requirement from this generation on.
But I know were you are comming from: I also would have loved to see developers creating new gaming experiences for the WiiU. It's a big opportunity missed imo. And I am not talking AAA, but low to mid budget games that use the gamepad...

They were concerned to intensify the dissapointment about Zelda WiiUs delay by showing more footage ... Also other opportunities would arrise to show it.
Is it the right move to not show it on E3? Questionable ...
But it's not as stupid of a though process as represented in the headline of said article.
What is upsetting me is, that these articles take a sentence out of context and spin it into a "story" ...
I recommend to read the original sources. It has a very different tone, than what's made out of it.
Marketing talk: As a "peripheral" it's just hard to sell, since it will be quiet expensive for a peripheral. So marketing names it a new "platform".
In fact I can't use it on its own, so it's per definition an output device = peripheral.
Another reason could be, that they do not make it PS4 exclusive, so you could propably use it on your PC as well. Was there any statement about that? I didn't really follow the diffrent VR devices ...
