Rockstar didn't need an official statement to say games are getting more expensive. Look at their timeline of games and the budgets. GTAV was the biggest game budget to date.
Bigger budget = bigger team = more effort = 'harder' to make. People are always expecting more.

It's leaked in-game footage from people who have the game, these aren't official. What you see is what you get.
These 'hackers' have legally bought the game from a store, there is footage of some showing the case and map that come with the game. The game isn't even available to pirate as of yet.
I'm sure Sony has a way. Just Cause 2 allowed in-game recording and uploading to Youtube, so I don't see why an OS couldn't do a similar thing.
I also don't see the difference in streaming to Twitch, or uploading to youtube. Both require video and audio streams, so if one works, why wouldn't the other?...

The 'official' sales from GTA4 are poor, due to the fact they don't count digital sales, but I would say a massive amount of gamers picked up GTA4 cheap from steam, so I'm not sure how 2x is even possible, or where you are even getting your information from.
It's in reference to the jump from PS3, obviously they haven't developed on Xbox (or at least made anything proper) being a first party Sony studio. I'm pretty certain that there is 'extra power' compared to the PS3.
