I’d say it’s a combination of declining interest in the franchise coupled with declining interest in the Ubisoft game design (which they have copy pasted into every game they’ve made for 20 years).

I think this is the beginning of Microsoft withdrawing from the game industry. They are not only firing people but also setting impossible targets for the Xbox division. Once those targets are missed they can close down large parts of it and sell the rest.
They will plough the money saved into AI which is a part of the industry where they could see some actual success…maybe.
Imagine paying a monthly premium to play laggy single player games.
