Guys like Carmack create/discover new methods to do something that either hasn't been done before or something that has been done, only better. That's what they do.
For instance, let's say someone comes up with a mathematical formula on how to do something 40 years ago, but nobody knew how to actually implement it all those years and someone comes along and figures it out. That's basically the gist of it.

I have to say, just the screenshots of this game look impressive. I can't wait to see it in motion on my own monitor. I have never seen a sky look that good in a game in my life. I have never seen rock formations look that realistic and organic... down to the strata. The techniques that they are using/creating/refining are some of the best I have ever seen.

That has nothing to do with it. Most likely, this has to do with Sony royalty/license fees. They are probably trying to negotiate a 1-2% reduction or something along those lines. Even small reductions like that can add up to big numbers in the end.
Regardless, they will make games for this platform. It would be unrealistic to believe otherwise.
While that would be great, Microsoft doesn't really have a reason to make things easier for other platforms that are not a part of their group. Sony and Nintendo have their own closed systems and as such, that will *Probably* never happen. It's unfortunate, as we saw with the PC - an open platform - they revolutionized development on Windows and made it better. Linux has also come a long way in that regard, as well.
This is not surprising. Microsoft came out with DirectX, which helped them compete with OpenGL, while also standardizing development on their Windows platform. It made things much easier for developers and for the end consumer, by making it more-or-less plug and play.

The marketplace will make room for those ideas that are great and the ones that aren't, will simply go away.
I really don't think these are direct screen shots from the PSP2. I think they are shots of shots. That said, still looks really good.
