The issues isn't about whether 1 is better than the other it's about what your after.
Some people want a car sim not an arcade racer like froza and need for speed etc and they'll want the PC car sims and GT5 to play on.

The CELL uses object C for the programming language, it's better with machine language but IBM have made it easier for programmer with making it C#
As for it being in a PC, it already is just for servers that can run windows and Linux it comes down to the OS as to what does what not the CPU.

I'd just sit and watch the reply watching the wheels on the corners and tweak the suspension etc to suit the track save the settings doing that might take 1-2 months before you get real low times.
