Neither Sony nor Microsoft have my interest at E3. Nintendo does have my interest because of a few things, namely a new console, new IP, new features, new content.
If Sony/MS have no new consoles to show off then they'll just be showing us the same things we've already known about it, with maybe a few surprises.

Sir, I point you to Call of Duty, where Activision spent close to $100 million in marketing for this game. They could have financed a big budget Hollywood blockbuster with that. Alternatively, they could have designed 10 Gears of Wars for that price, or bought 10 million Chuck Norris Delta Force 2 hats, or they could have given all their World of Warcraft members one free month of gameplay.

The only reason costs are skyrocketing is because a bunch of non-gaming, non-informed investors keep thinking "More = Better", which is completely false.
Paying Hollywood talent $25 million does not make a game next-gen, it just means a bunch of washed up Hollywood talent siphoned $25 million out of a game's production budget which could have gone towards actually making the game better.
