Exactly. Driveclub, both of the Forza Horizons, and Project Gotham, to name a few, had 30fps targets so they could make other aspects better. The reason it doesn't matter for Forza Horizion is FH still decouples the physics from the visual framerate, running physics at 360fps. The whole series, since 2, has run things this way in order to maintain a calculation every foot at 200mph. Now they can show all the games at E3 running on Neo and use the, "this video is running on a PS4" disclaimer and we can all be surprised when the games come out and are all downgraded from the initial videos. Not that that is really any different from normal anyways, besides the fact that they'll at least have a reason why the games don't look like the reveals when they launch on a normal PS4.

Main thing thsat bugs me about the Forge is that when they add new features, they change existing ones. They changed how far sounds can be heard from, they changed how existing textures capture light and shadow too. As a perfectionist, I can't stand having to go back and remake sections of my map because they decide to update the game.
