The article's headline alone is way off base. Phil already said not to think of the device as a 4K Xbox, because it's up to developers to decide if they want the higher resolution of 4k or better quality pixels in 1080p.

Anyways, it's good to see that MS has a good stable of games in development that they have yet to show. That means that they are focused on software just as much as hardware and services.
If the developers decide to make a game 4K on Scorpio, it will have no problems taking an XB1 game running at 900/1080p up to 4K. Scorpio is 4.5 times more powerful than XB1. Devs can choose to use the power for a 1080p image with extra detail as well. The choice is open to use Scorpio for VR as well, which would be the only exclusives on the console.
None of us can say at this point, but it would make sense to make a set top computer that plays XB1 games, while bringing other services into the mix as well. I don't plan on buying Scorpio since I don't have a 4K TV with HDR, but my computer is outdated. I seldom use it any more, except for A/V editing of various types. If, however, I could upgrade both my PC and XB1 at the same time I would be in in a heartbeat. $500 to $600 for a new console that renders 4K and runs Fruity Loops...

Stiggs is right. HDR is actually more noticible than an upgrade to 4K because it overdrives certain pixels to make lighting in a particular scene appear brighter than the other objects within that environment. In that way, a sheet of paper will not appear to have the same intensity as the lamp illuminated on the desk beside it.
The size of the tv is irrelevant to the changes HDR brings to image quality.

They are dissolving their console into an ecosystem that already contains the PC, phones, and tablets. The console is just a device, the Xbox brand is just a service, but together with other devices within the ecosystem the brand is stronger. It reaches more people on more devices with more options where play the games Xbox offers.
