You can. The big ships need a 3 or 4 players to sail well as the steering, sails, anchor, canons, and supplies all need attention. There are small ships for solo/duo players that have everything you need to sail within close reach.

The problem is the supposed volatility of the cryptocurrencies, and the lead time in ramping up production of GPUs.
I've seen it stated that if a decision is made to increase production of a particular GPU, it'd be at least 3 months (potentially a lot longer) and a heap of expense to ramp up production. If the mining bubble bursts in that time then it would be a very costly mistake.

Almost all of their games do support offline SP. Certainly the big Halo/Gears/Forza games. Their most expensive game this gen is surely Quantum Break, and that was entirely single player. I'm sure they spent a fair amount on Tomb Raider as well, and single player was the focus on Ryse and Sunset Overdrive too.
Off the top of my head I can only really think of Titanfall that didn't support single player, and the upcoming Sea of Thieves.

Kinda funny to see people still refer to the Xbox as "the FPS console". Sony invested millions of dollars into their efforts to take that crown. They had Shadowfall ready for launch, and have expensive marketing deals for every big 3rd party FPS.
