It's possible Valve doesn't believe it would sell ENOUGH on the PS3 to justify the subtantial cost of developing it for an additional platform.
Learning a new platform - especially one as complex as the PS3 - take a nice chunk of time, which in the programming world, means it takes a nice chunk of money. Unless they believe it would sell enough on the PS3 to make up that chunk of money - and then some - it's not worth it.

Well, I think it's more that they can do 360 and PC development in parallel because the code is so similar, but throwing in a PS3 version makes things that much more complicated and increases overall development time.
You can write for the 360 and the PC at the same time, but not for the PS3 and the PC at the same time, because PS3 architecture is significantly different than PC architecture. The PS1 and PS2 were the same way - in fact, they were supposedly a bit worse.

There are signicantly more Sony fans here than Microsoft or Nintendo fans, so most good news about the 360 gets drowned out in cries of:
- RRoD
- The PS3's 2008 line-up
- PS3 sales beating 360 sales
- Etc.
