Hate to defend Rockstar here, but this game is actually optimized quite well besides the 3D.
After some tweaking, my friends play it at 90fps on their 970, and if you have 2010 card like GTX470, you can get better quality of gaming than on PS4 or Xone.

Graphics would look exactly the same as they do in terms of what you see on a single frame, if PS4 had 4GB or even less than that. It's about how much you can utilize. It's no use to have 100TB of memory if your graphics chip (GPU) cannot handle more than 100MB. PS4 games looks like they use 1,5-2GB, maybe 3GB of memory in terms of geometry, draw distance, resolution and textures.
