The king of handhelds in Japan last gen was the ds. Without monster hunter, the psp would never have been so successful. People bought psp mostly for monster hunter, and if it were on the ds then the majority wouldn't have bothered with the psp at all.
Monster hunter fans will buy a vita for a new, exclusive monster hunter. Or maye even a super graphically upgraded port. But I don't think sales will be as massive as they were on the...
Developers care. Remember, the 3ds never did this poorly(especially this soon after launch.), and it still had dev support pulled or postponed. If sales don't pick up, you will care when game releases become few and far between.

Also on the subject of 3ds revisions, anyone who actually owns a 3ds knows this one simple fact: the spot were the psp stick is taped to the system tends to heat up. Especially when you are playing the system while it is charging. A second stick can't go there in an actual revision.
This, among other bigger reasons, is why such a revision is very unlikely.
For the vita selling what it was selling to drop by 50% is pretty bad, but a 50% drop for the 3ds still leaves it at the top and selling better than the vita has yet to do in a single week post launch.

The only point I disagree with you on is the assertion that the xbox was a major contributor, as I believe the anti eastern stance had already begun by this point.
I do think that the xbox could have contributed to the continuation of this market trend however.

They have changed as much as shooters have: they have gradually grown with little innovation but a lot of touch ups and overall improvements.

It is the media's fault, and JRPG makers had a part in this.
If you look back at the gaming media from just after the jrpg boom in the ps1 era up to now, the attitude towards jrpgs gradually became more and more spiteful and poisonous.
This attitude spread to Japanese games in general, causing the fallacy of Western games being superior to Japanese games.
