No, consoles are the oven you bake your cookies (game frames) in.
If you are used to an electric oven it takes time to get perfect result in a gas oven.
But moving from one electric oven to another or one gas oven to another is much less problematic.

The SPUs of PS3 have moved onto the GPU of PS4.
Lots of code that on PS3 runs on the SPUs will run on the PS4 GPU. You could notice this trend already in PCs as there are reviews (from SP) claiming that CPU hardly matters.

Notice the Killzone announcement:

probably means
- 60Hz in multi player (could be 720p)
- 1080p in single player (could be 30Hz)
